SPECIFICATIONS FOR THE COLLECTION, REMOVAL AND DISPOSAL OF GARBAGE, RUBBISH AND RECYCLEABLES FROM THE STREETS AND ALLEYS IN THE TOWN OF BUNKER HILL, INDIANA, FOR THE PERIOD BEGINNING APRIL 1, 2020 AND ENDING ON MARCH 31 The Town Council of Bunker Hill, Indiana, hereby approves the following specifications for the removal, collection and disposal of garbage, rubbish and recyclables from the streets and alleys in the Town of Bunker Hil, Indiana, for the period beginning April 1, 2020 continuing through March 31, 2023, for which bids will be received up to and until 4:00 o'clock P.M., on March 31, 2020 at the office of the Clerk- Treasurer, 101 West Broadway. Bunker Hill, Indiana. 1. (a) "Garbage", within the meaning of these specifications, shall be defined as follows "GARABAGE" means (1) any waste material derived in whole or in part from any animal including fish and poultry; and (2) refuse trom the handling, preparation, cooking, or consumption of food that has been associated with waste material derived in whole or in part from any animal, including fish and poultry. I.C. 15-2.1- 2-20, as added by Acts 1976, P.L. 59, S1; PL. 165-1985, S2 P.L. 95-1992 Si. (b) "Rubbish", within the meaning of these specifications, shall be defined as follows: "RUBBISH" shall be construed to mean such matter as ashes, cans, metal ware, broken glass, crockery, dirt, sweepings, boxes, wood, inot sixty inches in length and tied in bundles), and all ltter of any kind. c) "Recyclable", within the meaning of these specifications, shall be defined as follows: "RECYCLABLE" means all nonputrescible waste that can be reused including but not limited to newspapers, magazines, steel/aluminum cans, steel/tin food cans, glass, cardboard and plastic. 2. The successful Bidder must fumish all trucks and necessary equipment and perform all labor necessary for the collection and removal of any and all garbage, rubbish and recyclables from the streets and alleys of the Town of Bunker Hil and for the disposal thereof by the process commontly referred to as "landfill", all in accordance with the rules, regulations, requirements and recommendations of the Indiana Department of Environmental Management (IDEM). One bin will be furnished to 101 West Broadway, One dumpster will be furnished at the Town Shop; One dumpster will be furnished at the Town Hall and One dumpster will be fumished to the Sewage Plant. 3. Such garbage and rubbish shall be collected from all parts of and within the corporate limits of the Town of Bunker Hill as well as areas extended from corporate limits that are provided Utility services by the Town; at least one time each week with collections not to begin before 7:00 A.M. except in those places and under circumstances where it is necessary to collect garbage and rubbish more often in order to keep the Town of Bunker Hil in a safe, clean, and sanitary condition, from which particular places the successful Bidder will collect garbage and rubbish each day except for Sundays and legal holidays. Should the normal trash/garbage pick-up day fall on a legal holiday and biddericontractor changes the dayldate of pick-up, he shall notify the Clerk-Treasurer in advance of the change in dayldate. 4. The equipment used by the successful Bidder shall include metal beds and watertight containers; and the bid must contain a list of the equipment, including trucks owned by the Bidder. 5. The successful Bidder will also comply with all request for the removal of garbage and rubbish from said Town which might come to it from the Bunker Hill Police Department, from the Bunker Hill Building Commissioner or from the Miami County Board of Health. 6. The successful Bidder will state a lump sum price bid for annual service with bid amount applicable for said period which shall be paid in monthly installments upon proper claim and authorization by the Town Council for the removal of garbage and rubbish form the streets and alleys in the Town of Bunker Hill and the commercial establishments in the Town of Bunker Hill. For the purpose of this bid, the bidder should use 408 sites along with 16 extra totes and allow Six (6) trash bags or equivalent thereof per site. 7. The successful Bidder will agree as part of its bid to perform the services in good and complete fashion and in a manner satisfactory to the Town Council of the Town of Bunker Hill the Police Department of the Town of Bunker Hill and the Miami County Board of Health. 8. The successful Bidder shall be responsible for cleanup of any spills it causes and repair of damage to town property it causes. This requirement is not intended to limit to responsibility which the successful Bidder may have under Indiana law, but rather intended to add to said responsibilities. 9. Upon the collection thereof, the successful Bidder will remove such garbage and rubbish to a place designated in the bid by the bidder and located outside of the corporate limits of the Town; and said garbage and rubbish shall then and there be disposed of by the process commonly referred to as "landfill", all in accordance with the pertinent laws of the State of Indiana. The successful Bidder shall furnish its own site for said landfil. The successful Bidder shall obtain all permits as may be required by the Indiana State Board of Health/ Indiana Department of Environmental Management (IDEM) for the disposal of garbage and rubbish and shall also comply with all rules and regulations of the Indiana State Board of Health/Indiana Department of Environmental Management (IDEM) on the collection and disposal of garbage and rubbish. 10. The successful Bidder shall also provide an annual performance bond in the penal sum of not less than the full amount of the contract price with the proper surety, payable to the Town of Bunker HiI, Indiana, to secure the prompt and proper performance of the contract and the payment of all monies due to laborers who may be employed by said successful Bidder in the performance of said contract. 11. The successful Bidder will also secure, pay for and keep in force insurance against all claims for personal injuries and property damage which may be asserted against the Town of Bunker Hill or said Bidder arising out of or in connection with the performance of the contract, and will carry compensation insurance on all of its employees and pay promptly all premiums due on such insurance. The public liability insurance herein called for shall be combined single limit in the amount of not less than $1,000,000.00. Proof of such policy shall be kept on file with the Clerk-Treasurer of the Town of Bunker Hill. 12.Bids shall be executed upon the form prescribed by the State Board of Accounts of the State of Indiana and as otherwise required by the law. A bid bond or certified check made payable to the Town of Bunker Hill, Indiana, shall be filed with each bid in an amount equal to at least ten percent 1:10%) of the bid as a guarantee for the performance of the bid should the contract be awarded to such Bidder. Each bid must be accompanied by a non-collusion affidavit and such statements as are required by law. 13.In the event of annexation of new territories to the Town of Bunker Hill, resulting in additional places to be served during perlod covered by the bid, such adjustment of the amount of the bid shall be made. 14.The Town Council of Bunker Hill, Indiana reserves the right to reject any or all bids. The successful Bidder will also secure, pay for and keep in force insurance against all claims for personal injuries and property damage which may be asserted against the Town of Bunker Hill or said Bidder arising out of or in connection with the performance of the contract, and will carry compensation insurance on all of its employees and pay promptly all premiums due on such insurance.
